VERNON TOWNSHIP SUPERVISORS

Regular Monthly Meeting

August 2, 2018

 

The regular meeting of the Vernon Township Supervisors was held on Thursday, August 2, 2018 at 7:30 P.M. at the Vernon Township Municipal Building, 16678 McMath Avenue, Meadville, PA 16335.

 

MEMBERS PRESENT:                      Donald Maloney, Chairman

Fritz Snyder, Vice-Chairman

JJ Baiera, Supervisor

Greg Smith, Supervisor

Gary Wagner, Supervisor

OPEN TO THE FLOOR

Arthur Hughes, owner of vacant property on Finley Avenue, addressed the board concerning his property.  Several years ago, the structure was torn down however; the sewage system is still in place and he wanted to re-establish it.  He was advised since the system has not be in continuous use, Mike Rinkevich, the SEO for Vernon Township, would have to be contacted for an inspection.  If the system passes, he would like to place a camper (not a RV) on the property.  He was advised a Variance would have to be applied for before the Zoning Hearing Board as that is not allowed in the current zoning district.  Mr. Hughes was given the contact information for Mr. Rinkevich.

 

APPROVAL OF MINUTES

On a MOTION by Fritz Snyder, a SECOND by Greg Smith, all the board voting in favor, the minutes of the July 10, 2018 Regular Meeting was approved.

 

On a MOTION by Gary Wagner, a SECOND by J J Baiera, all the board voting in favor, the minutes of the August 1, 2018 CDBG Proposed Use Hearing was approved.

 

FINANCES

On a MOTION by Gary Wagner, a SECOND by Fritz Snyder, all the board voting in favor, the treasurer was directed to issue checks for the vouchers due for payment.

 

On a MOTION by Fritz Snyder, a SECOND by Gary Wagner, all the board voting in favor, the payroll for the employees from July 8, 2018 thru July 21, 2018 was ratified.

No correspondence was received at this time.

 

POLICE REPORT

Randy Detzel, Chief, presented the July Police Report.

 

On a MOTION by Gary Wagner, a SECOND by Greg Smith, all the board voting in favor, Amanda Kosterman is hired as a part time police office with a starting pay of $15.00.

 

On a MOTION by J J Baiera, a SECOND by Gary Wagner, all the board voting in favor, completion of probation for Officer Matthew Knapp is effective August 5, 2018 with hourly pay to increase to $23.24. 

 

ROAD REPORT

Ludwig Zarembinski, Roadmaster, presented the July Road Report

Penelec is planning an outage along Harmonsburg Road next week that will affect the Harmonsburg/Route 98 light and temporary stop sign will be placed.

 

ADMINISTRATION/ZONING

Robert Horvat, Manager, presented the July Administration/Zoning Report.

 

On a MOTION by Fritz Snyder, a SECOND by Greg Smith, all the board voting in favor, the Walton Edwards Subdivision was approved.

 

On a MOTION by Gary Wagner, a SECOND by Fritz Snyder, all the board voting in favor, the O’Reilly’s Land Development was approved contingent upon satisfying the township engineer’s comments.

 

On a MOTION by Gary Wagner, a SECOND by J J Baiera, all the board voting in favor, the O’Reilly’s Stormwater Maintenance Agreement was approved.

 

ENGINEERS REPORT

SOLICITOR’S REPORT

R Charles Thomas, Solicitor

R Charles stated that this board and the board before, along with several of our residents were not in favor of the roundabout however; PennDOT is still going to put it in and we have to accept that fact.  The Maintenance agreement will give the township the ability to have a say in the design.

NEW BUSINESS

No new business was discussed.

 

OLD BUSINESS

On a MOTION by Fritz Snyder, a SECOND by Gary Wagner, Resolution 2018-10, the Roundabout Maintenance Agreement was approved following a lengthy discussion in which all the supervisors voiced their reluctancy to approve the agreement.

ROLL CALL:  Snyder YES Maloney NO Baiera YES Smith YES Wagner YES

 

On a MOTION by J J Baiera, a SECOND by Fritz Snyder, all the board voting in favor except Donald Maloney who voted NO, Resolution 2018-11, the Application for Traffic Signal was approved.

Roll Call:  Wagner YES Smith YES Snyder YES Maloney NO Baiera YES 

 

On a MOTION by Gary Wagner, a SECOND by Greg Smith, all the board voting in favor, Chairman Donald Maloney is authorized to sign the Modification to PUC Order on behalf of the township.

 

 

ADJOURNMENT

As there were no further comments or business, on a MOTIONby Fritz Snyder, a SECOND by Greg Smith, all the board voting in favor, the meeting adjourned at 8:28 P.M.

Where can I obtain a copy of the Vernon Township Local Tax Return?

Starting with the first quarter of 2012. Berkheimer Associates will be collecting the local 1% wage tax for the businesses located in Vernon Township. Quarterly forms are available at www.hab-inc.com.

How do I rent a shelter at Roche Park?

Call the Township Secretary at 814-337-8126. The shelter may be reserved over the telephone and payment made later. Shelter 1, 2, 3, and 4 are $40.00 and Shelter #5 is $75.00.
